Offshore Wind Potential Unveiled in Government’s 2025 Review

Minister for , and Energy today announced the publication of two key reports advancing Ireland’s offshore renewable energy goals: the Future Framework 2025 Review and the Offshore Wind Technical Resource Assessment.

The Future Framework outlines Ireland’s roadmap to delivering 20GW of offshore renewable energy by 2040, including 5GW by 2030.

The 2025 Review highlights major milestones achieved since the framework’s launch last year, including Government approval of the National Designated Maritime Area Plan (DMAP) — a key step in fast-tracking offshore wind development across Irish waters.

Also released is the Offshore Wind Technical Resource Assessment, which identifies an additional 3.5–18GW of fixed-bottom offshore wind potential beyond current projects, and provides the first evidence base for floating wind development in Irish seas.

The report recommends prioritising fixed-bottom projects in the near term due to cost advantages, while laying groundwork for future floating wind expansion.

“This review shows the real progress being made as we deliver on our long-term offshore energy vision,” said Minister O’Brien. “We’re building a sustainable energy future with clear economic, environmental, and community benefits.”
