Government Pushes Ahead on Major Ballina Flood Relief Plan

Detailed design work on the €55 million Ballina Flood Relief Scheme is to begin, paving the way for the appointment of contractors in 2027.
The Minister of State with responsibility for the Office of Public Works, Kevin “Boxer” Moran, announced on Monday that Mayo County Council has instructed its engineering consultants to proceed to Stage 3 of the project, which involves detailed design.
Speaking in Ballina, the Minister said the move marked a significant milestone for a scheme that will protect 297 properties from flooding, including 228 homes. He said public engagement had played a key role in shaping the design and ensuring the needs of the local community were reflected in the final plans.
The announcement follows planning approval for the scheme, which was granted by An Coimisiún Pleanála on October 17th. The planning application included detailed engineering and environmental assessments, as well as extensive public consultation on the causes of flooding in the town and the options available to address it. A Marine Area Consent was also secured from the Maritime Area Regulatory Authority as part of the process.
Ballina has experienced repeated flooding from the River Moy and several tributaries, caused by river overflow and seepage through existing walls. Mayo County Council first appointed engineering consultants in 2018, with funding from the OPW, following the introduction of national flood risk management plans.
The proposed scheme includes the construction of flood defence walls, new embankments and upgrades to culverts along the River Moy and the Quignamanger, Bunree, Brusna, Tullyegan and Knockanelo rivers.
Kevin Kelly, chief executive of Mayo County Council, said progressing to the detailed design stage was a major step forward for a project that has been long awaited. He said flooding had been a persistent barrier to development in the town centre and that the scheme would allow housing and commercial projects to move ahead once completed.
He added that the council would continue to work closely with the OPW during the design and construction phases to minimise disruption to the local community.
Minister Moran said the Government is investing €94 million in flood risk management measures across Co Mayo, with Ballina one of three major schemes in the county. A €2 million scheme in Westport has already been completed, while a €34 million project in Crossmolina is currently under construction.
The schemes are being funded under the National Development Plan and are designed to take account of future climate change impacts. In addition, the OPW has approved about €2.3 million for smaller flood mitigation and coastal protection works at 37 locations across the county.
